A Postmedia investigation of 71 B.C. communities at risk of flooding found that less than a third had detailed, fully costed plans to manage flooding. The total cost for communities with comprehensive or partial flood mitigation plans is more than $7.7 billion, a cost communities cannot afford. And the price tag is certainly much higher because so few communities have fully priced plans.
